LEAWOOD, Ks. - Digital Ally Inc. (OTC: DGLY), which develops, manufactures and markets advanced technology products for law enforcement, homeland security and commercial security applications, today announced that Dr. Neil Livingstone, Col. David Halevy (Ret.), and Annie Presley have joined the Company's Advisory Board.
Dr. Livingstone is the Chief Executive Officer of GlobalOptions Inc. (www.globaloptions.com), a subsidiary of GlobalOptions Group, Inc. (OTC Bulletin Board: GLOI) and a diversified global solutions and risk management company headquartered in Washington, DC that he founded in 1998. Staffed by experts with extensive experience in the military, intelligence and law enforcement communities, GlobalOptions Inc. provides comprehensive services involving decision support investigations, competitive intelligence, crisis management, security and risk management, and business consulting. Dr. Livingstone is also a member of the Board of Directors of Erikson Air-Crane and NNP, Inc.
Col. Halevy retired from service as a professional officer and Regimental Commander with the Israeli Defense Forces (IDF) in 1975. He has remained on Israel's active reserve list, serving as OX (Deputy) and acting Brigade Commander. During his service with the IDF, Col. Halevy participated as a combat officer in the 1967 Six Days War; the 1969-1970 War of Attrition; and the October 1973 War, during which he served as combat reconnaissance-intelligence commander.
Ms. Presley's background covers nearly 30 years of state and federal politics. A life-long Missourian, her political strength runs deep between Kansas City, Jefferson City, and Washington, DC. Her extensive campaign experience includes serving as National Deputy Finance Director for the 2000 Bush-Cheney campaign, Deputy Finance Director of the 2000 Inaugural Team, and most recently Vice Chairperson of Missouri's Bush-Cheney 2004 re-election team. Ms. Presley served as Finance Director for Kit Bond's Senatorial re-election campaign in 1992, and she continues to assist numerous candidates with fundraising.

Dr. Livingstone was described by NBC's Tom Brokow as "one of the nation's preeminent authorities on terrorism." He is the author of nine books on terrorism and national security issues, as well as several hundred articles that have appeared in such publications as the New York Times, The Washington Post, The Wall Street Journal, and U.S. News & World Report. He also writes a regular column on homeland security.
He has appeared on more than 1300 television programs and delivered more than 500 major speeches around the world. Dr. Livingstone served as an on-air consultant to NBC News following the Oklahoma City bombing, the crash of TWA 800, the 9/11 attacks, and during the 1996 Atlanta Olympics.
Prior to founding GlobalOptions, Dr. Livingstone held a number of key positions in the security, aviation, and public affairs industries. In addition, he was President of the Institute on Terrorism and Sub-national Conflict and for nearly a decade served on the adjunct faculty of Georgetown University's National Security Studies Program.
Among his board memberships and other activities, Dr. Livingstone serves as a member of the advisory boards of SuperCom Inc., the International Institute for Homeland Security, the John Murtha Institute for Homeland Security, and No Greater Love, a non-political humanitarian organization dedicated to programs of remembrance, friendship and care for families who have lost loved ones in the service of their country or through acts of terrorism. He is also an Honorary Co-Chairman of the Africa Society.
Dr. Livingstone earned his A.B. (with Honors in Government) from the College of William and Mary, holds an M.A. from the University of Montana, and received M.A., M.A.L.D. and Ph.D. degrees from the Fletcher School of Law & Diplomacy/Tufts University.
He is a member of the Cosmos Club, the Association of Foreign Intelligence Officers, the Iran Policy Committee, and the George Town Club. He holds an Honorable Discharge from the USAR.
From 1976 until 1981, Col. Halevy served as a reporter for Time magazine and the Washington Star specializing in international affairs and crises. As Pentagon correspondent for the Washington Star, the oldest daily and evening newspaper in Washington, DC, he covered activities involving the Department of Defense, the intelligence community, the National Security Council and Special Operation Forces. Among other important world events, Col. Halevy covered the December 1977 summit meeting between Egypt's President Anwar-Sadat and the Prime Minister of Israel in Ismailiyah, Egypt. He also covered every summit meeting between the Egyptians and Israelis and followed the peace process through the Camp David Accords, the signing of the peace treaty in Washington, DC, and the final Israeli withdrawal from the Sinai Peninsula.
From 1981 to 1985, Col. Halevy was a Military Correspondent for Time magazine, where he covered national security affairs for Time's Washington bureau. During this period, he reported upon the civil war in Nicaragua, terrorism and counter-terrorism activities on a global scale, and various conflicts throughout Africa and Asia. His responsibilities also included coverage of the U.S. intelligence community, including the CIA, NSA and DIA.
Since 1988, Col. Halevy has served as Chairman of a telecommunications company in West Africa, Agent and Representative for SEI/Southern Energy International (Atlanta, GA), Consultant to AMOCO, Inc. (Chicago, IL), Consultant to DRI/McGraw-Hill (New York City and Washington, DC), Consultant on international matters for a number of companies, Assistant Producer for NBC's "Daring Rescue" docu-drama, Military Commentator for a Washington, DC television station during the first Gulf War, Publisher with Dr. Neil Livingstone of "Inside the PLO" (William Morrow, 1989), and Special Reporter for four documentaries aired by the Public Broadcasting System (PBS). He has published over 45 articles and major stories in a variety of magazines/newspapers and has appeared on ABC's "Nightline", CBS's "Nightwatch", ABC World Tonight, NBC Nightly News, CBS Evening News, PBS's "Frontline", CNN News and a number of CNN talk shows.
In addition to her accomplishments in the political arena, Ms. Presley has worked in the corporate sector, most recently serving as Director of Public Affairs for UBS PaineWebber, Inc. in New York City. She is currently Principal of The McKellar Group Inc., a public affairs company with offices in Kansas City, MO and Washington, DC. She is a member of non-profit boards in Los Angeles, CA; Columbia, MO; and Kansas City, MO. Ms. Presley served President George W. Bush as an appointee to the SBA's National Women's Business Council from 2002 to 2005.
Ms. Presley earned a Bachelor of Arts and Science Degree in Political Science at the University of Missouri (Columbia) in 1981 and a Masters Degree in Public Administration at The Cookingham Institute, Bloch School of Business, University of Missouri (Kansas City) in 1995.
